What is ESIA?
ESIA – Environmental & Social Impact Assessment process for predicting and assessing the potential environmental and social impacts of a proposed project, evaluating alternatives and designing appropriate mitigation, management and monitoring measures.

Objective of ESIA:
To identify, predict and describe in appropriate terms the pros and cons of proposed development. The assessment needs to be communicated to terms understandable by the community and decision makers and pros and cons should be identi¬fied on the basis of the criteria relevant to countries affected.

To conduct an Environmental and Social Assessment of the planned and completed developments in order to identify and assess their potential environmental and social impacts;
To prepare and cost an Environmental and Social Management Plan (ESMP) detailing mitigation measures as well as institutional roles and responsibilities in the operationalization of the ESMP;
Appraise the project activities and determine any potential negative and positive impact on the environment;
Identify sensitive components of the existing environment within the project area and environs;
Establish the existing state of the environment and identify sensitive components of the existing environment within the project area and area of potential project influence;
Assist project design and planning by identifying those aspects of location, construction and operations, which may cause adverse environmental, social, health and economic effects;
Recommend measures during construction, commissioning and operation to avoid and mitigate identified adverse impacts and also enhance beneficial impacts;
Identify existing and expected environmental regulations that will affect the development and advise on standards and targets;
Identify any future environmental issues and concerns which may affect the development;
Recommend an environmental management program for the rehabilitation of the scheme including compliance, monitoring, auditing and contingency planning; Provide the basis for co-operation and consultation with regulatory and non- regulatory authorities and the public

Why ESIA- Environmental Social Impact Assessment
This is to reduce complexity of the proposed project and ensure a comprehensive study.

Though ESIA is being widely applied by multilateral donors, international agencies and private lending institutions, it still misses a scientific foundation as, to date, no scientific publications on it has been released.The most agreed definition of ESIA is “Environmental and Social Impact Assessment (ESIA) is a comprehensive document of a Project’s potential environmental and social risks and impacts. An ESIA is usually prepared for greenfield developments or large expansions with specifically identified physical elements, aspects, and facilities that are likely to generate significant environmental or social impacts” (IFC, 2012).

What are the key process elements ESIA:
Initial screening and scoping of project;
examination of alternatives;
stakeholder identification (focusing on those directly affected) and gathering of environmental and social baseline data;
impact identification, prediction, and analysis;
generation of mitigation or management measures and actions; (vi) significance of impacts and
evaluation of residual impacts; and
documentation of the assessment process (i.e., ESIA report) (IFC, 2012).

What is EMP-Environmental Management Plan?
 An Environmental Management Plan (EMP) can be defined as “an environmental management tool used to ensure that undue or reasonably avoidable adverse impacts of the construction, operation and decommissioning of a project are prevented; and that the positive benefits of the projects are enhanced.

What is the purpose of EMP?
An EMP is a site or project specific plan developed to ensure that appropriate environmental management practices are followed during a project’s construction and/or operation. the implementation of a project’s EIA including its conditions of approval or consent.

What is objective of EMP?
Definition of the environmental management objectives to be realized during the life of a project (i.e. pre-construction, construction, operation and/or decommissioning phases) in order to enhance benefits and minimize adverse environmental impacts.
Description of the detailed actions needed to achieve these objectives, including how they will be achieved, by whom, by when, with what resources, with what monitoring/verification, and to what target or performance level. Mechanisms must also be provided to address changes in the project implementation, emergencies or unexpected events, and the associated approval processes.
Clarification of institutional structures, roles, communication and reporting processes required as part of the implementation of the EMP.
Description of the link between the EMP and associated legislated requirements.
Description of requirements for record keeping, reporting, review, auditing and updating of the EMP.
